With reference to the questions pu by you, the following

are my replies:-

Question 1.

Superintendence of fitting out or alteration to any ships

engaged in transport of coolies to South Africa.

(a) The Transvaal Emigration Agent here le responsible that the

Coolie transports are fitted out according to the text of Schedule

of the Convention. See Certificate to be given by him as Deputy

Emigration Officer in Hongkong under Ordinance 13 of 1904.

(b) Re sleeping accommodation, vide amended Indian rule 13

regarding "Iron decks" under the Indian Emigration Act XI of 1883.

Copies of same together with amendments can be supplied by Lieut.

Wells, who has taken over my furniture, printed forms, etc. at Lai-

Chi-Kok.

(c)

There must be one Surgeon (who must be a British subject),

one qualified Assistant, and two dispensers for every 1000 coolies

embarked. It has been ruled that the Surgeon is not to be on the

Ship's articles.

(a) The medicines and medical comforts, see Hongkong Proclamation

of the 6th July, 1904. Additional dr drugs are put on board suffi-

cient for 2000 men and over. A printed copy of the list of medicines,

etc. can be supplied to you by Lieut.Wells or Dr.Swan.

(e) The Marine Surveyor (Mr.McDonald) measures every ship, and

gives his certificate as to the number she can carry. He also gives

a certificate as to the Distilling apparatus.

Every steamer must be fumigated with the Clayton Apparatus
